Prepare beta.17 with the unified Skills workspace, full-page architecture Workbench (PR #115), GitHub source authentication, and team Library sourcing.
Bring browsing and management into one Skills workspace. Users retain the selected skill and exact version across All skills / Can manage and Overview / Versions / Manage. Authorised archived and unpublished skills remain reachable through a managed-skill read endpoint that reuses existing permissions. Lifecycle actions retain MFA and confirmation.
Libraries now provides skill and release pickers, a save-only Add to library action, and exact entry/candidate links that survive reload and browser history. Submit and Review link back to the relevant skill and version. The existing release card, grouped/list/outline views, and newer GitHub connection, workspace-scope, and team Library sourcing changes are preserved. Release choices require a readable parent skill, so approved releases under archived skills are not offered for adoption.
Validation:
Includes beta.17 package versions and release markers for the regular GitHub update pathway. The instance operator will apply the published release. Workbench commits are preserved from PR #115; this combined PR provides the shared integration gate.
