ci: pilot Luna OSS readiness audit

Purpose

Pilot the reusable Luna OSS Readiness action in a second, independently structured repository rather than validating it only inside luna-swarm.

Change

• adds one read-only GitHub Actions workflow;
• pins the action to exact commit b9e5dfc3a77dd0a3492879627ed8feda0ad8514c;
• audits repository maintenance artifacts locally on the runner;
• uploads the Markdown report for review;
• uses fail-under: 0 during the diagnostic pilot so non-critical maturity gaps are reported without blocking unrelated work.

Observed result

The real Actions run completed successfully. BADNOTE scored 33/100: README, MIT license, and CI were detected, while contributor guidance, security policy, governance, community templates, automated tests, and release notes remain genuine maintenance gaps.

Issue #4 now tracks those findings with explicit acceptance criteria.

Boundaries

The audit script does not call an LLM, upload source code, or make network requests. This pilot is in another repository owned by the same maintainer, so it demonstrates cross-repository operation but is not claimed as independent external adoption.

Review decision

Merge only if retaining the diagnostic workflow and its public maintenance backlog is useful for BADNOTE. The initial threshold should remain non-blocking until issue #4 is addressed.
