⚡ Bolt: Optimize scroll event handlers

💡 What: Wrapped scroll event handlers in requestAnimationFrame, added { passive: true }, and implemented state caching for DOM manipulations (visibility toggle and active navigation class).
🎯 Why: The previous implementation caused unnecessary layout thrashing and main-thread blocking by manipulating the DOM directly on every scroll frame, even when states were unchanged.
📊 Impact: Reduces layout recalculations and DOM writes during scrolling, significantly improving scroll smoothness and overall performance.
🔬 Measurement: Verify scroll performance using browser DevTools Performance profiler. Ensure navigation dock highlights correctly and "Scroll to Top" button appears/disappears properly.
