Add the Q-SYS plugin encryption feature to qplug

So looking into this, there are a few things to note:

1. The released version doesn't provide the implementation so that I could replicate natively in Rust.
2. So we will have to use the provided tool and simply wrap the commands into a qplug wrapper.
3. The provided tool will only work in Windows.
4. Since the provided tool is not a simple standalone application; I'll have to install the .exe plus the libs that accompany it.

So given the limitations above, here are my thoughts on how we'll implement this:

• First of all, we will not install the tool by default. Instead we will provide an install sub-command that will install the tool to %LocalAppData%\qplug\encryption
• We should throw an error if you try to install on a non-windows system (Or perhaps not even make it available?)
• We will provide a way in the qplug config to change the implementation of the encryption. Either by a function definition or by a string pointing to the path of the encryption tool.
  • I like the idea of having the flexibility of a function, but I like the simplicity of providing the path - especially since this will make it easier for people who already have the encryption tool installed on their machine.
  • Perhaps we will match on the type of the provided config and then either call a function or run the provided path.
