Updates files in `windows/` folder using release assets from https://developers.yubico.com/libfido2/Releases/ This can be reproduced by downloading the windows release of 1.16.0, and running following commands inside `windows/`: cp -r ~/Downloads/libfido2-1.16.0-win/include include cp -r ~/Downloads/libfido2-1.16.0-win/Win64/Release/v143/dynamic lib

This updates the windows dependencies to the latest release 1.16.0
