plugin host rejects network_access_provider.v1 — Tailscale catalog entry skipped

Describe the bug

The approved-community Tailscale plugin (ironicbadger.network-access.tailscale 0.1.3) is excluded from the plugin catalog on Vio. On every catalog listing the server log shows the entry being excluded with:

So the plugin can never be installed from the catalog — it isn't shown at all (independent of the catalog-grouping display bug filed separately).

Expected / question

Upstream Silo-Server merged network-access plugin support (PR Silo-Server#1096). Is network_access_provider.v1 support on Vio's roadmap, or is the Tailscale plugin expected to remain uninstallable for now? If the latter, failing quieter than a per-listing error would be nice.
