[codex] update latest KLTS releases

What changed

• Added bilingual Kubernetes KLTS release pages for the latest tags from v1.20 through v1.32.
• Updated the latest bilingual blog bundle to April 22, 2026 and pointed the release table at the newest pages.
• Preserved the existing WG-LTS community update while refreshing the release summary.

Why

The website was still pointing several Kubernetes minor lines at older KLTS releases. The upstream klts-io/kubernetes-lts repository published a new April 22, 2026 release batch, so the website docs and recent blog should reflect the current release state.

Validation

• Checked that release links from the updated English and Chinese blog pages resolve to content files in the matching language tree.
• Checked that CVE links from the updated English and Chinese blog pages resolve to content files in the matching language tree.
• Ran git diff --cached --check before commit.

Note: full Hugo build was not run locally because hugo is not installed in this environment and themes/docsy is empty.
