Hindi-speaking newcomers currently have no setup guide, and the English setup examples reference Windows build/install scripts that are absent from the repository. This adds docs/SETUP.hi.md and links it from the README.

The guide covers browser/ZIP access, cloning the actual repository, the existing Linux CMake syntax-check workflow, Windows development prerequisites, troubleshooting, and contribution steps. It explicitly identifies missing Windows build/install files and incomplete inference routing, so readers are not told to install a driver that the current checkout cannot build through the documented commands.

Validation: checked relative file links, command paths, and limitations against commit ebdbd24; checked whitespace with git diff --check. Linux build execution was blocked because CMake is not installed in the authoring environment. Windows installation and inference were not tested. No executable code changes.
