docs: add Hindi developer setup guide

Summary

Adds a Hindi developer setup guide for the documented ₹1,000 Hindi setup-guide bounty and links it from the README.

The guide is intentionally tied to the repository as it exists now. It covers:

• the current driver/source tree;
• Windows/WDK prerequisites;
• fork/clone/upstream/branch workflow using the canonical repository URL;
• the Linux/WSL CMake syntax-check path and cppcheck command used by CI;
• test-signing mode and its safety limits;
• an explicit warning that the currently documented Windows build/install/test scripts are not present in this tree;
• reproducible issue-report context and upstream-sync commands.

It also records the current-main syntax-check limitation at ebdbd2473456fcff033baa904ac3fe1f2e6e105b and links existing issue #7 instead of implying a contributor's environment is broken or opening a duplicate.

• The documented CMake command was run in WSL/Ubuntu against the current tree. It reaches compilation and then reproduces the already-reported format-string failures in Diagnostic format strings fail Linux syntax checks and omit numeric values #7; the guide explicitly documents that current limitation.
• Confirmed the guide links only repository paths/files that exist in the current tree.
• No driver code, runtime behavior, credentials, or payment information changed.
