config/jobs: add image-builder node conformance periodic

Summary:

• add weekly image-builder QEMU Ubuntu 24.04 node-conformance periodics
• cover the default cloud image target and the immutable QEMU target
• run the image-builder CI helper from capi: add qemu node conformance validation hook kubernetes-sigs/image-builder#2101 on privileged k8s-infra-prow-build jobs
• keep these as periodics while runtime cost, KVM availability, and stability are evaluated

Tests:

• python3 YAML parse for config/jobs/kubernetes-sigs/image-builder/*.yaml
• go test ./config/tests/jobs/...
• git diff --check
