gurupengawas(UI: Guru Pengawas) monitor role.Pengawas can supervise published exams and read final scores/exports, but cannot author questions, view keys, grade, delete results, or manage users/system settings.
Includes SQL constraint migration (also applied on FastAPI startup), FastAPI/Go authorization parity, and admin UI least-privilege.
