(feat): add workspace readiness dashboard

Summary

• add a bilingual, read-only workspace readiness dashboard for six existing session capabilities
• distinguish active, local-only, review-required, approved-but-disabled, and unavailable states without exposing identifiers or credentials
• lazy-load the dashboard and enforce a dedicated production bundle budget
