When CI reaches the unconditional tally-portable job, its Enforce exact Tally compatibility claims step validates this workflow against docs/tally/compatibility/compatibility-surface.json. This change makes the workflow hash 4855ddf..., while the manifest still records the parent hash 0625e0d...; CompatibilitySurfaceManifest::validate_files therefore returns surface_file_changed, blocking the required CI check until the surface manifest and its aggregate checksum are resealed.
