feat: s390x and ppc64le support - #15

images, inlined yamls, release binaries. no hosted runners for these arches: images build under qemu and publish untested; tests + demo stay on amd64 / arm64 (NATIVE_ARCHES). docker cli now builds from docker/cli source for all arches -- docker.com static tarballs stopped at 18.06 for s390x / ppc64le.
s390x / ppc64le publish untested, so at least prove the images build before release. build-oci gains a matrix input; ci narrows it to the qemu arches (build-and-test covers the native pair).
