Summary

separate validation from release workflow and reduce default GitHub permissions
stop cargo make do from auto-committing and add a dedicated cargo make release task
make cargo-generate copy cliff.toml as-is and ignore local build/IDE artifacts

cargo check
cargo generate smoke test
