Newly deployed contracts should be added as "proposed" and contracts being removed should be marked as "proposed to remove". And must be merged into docs before the voting starts to serve as the source of truth for all voting items. After the vote is enacted, the "proposed" labels should be removed and the old contracts should be deleted from docs.
