Use consistent filepaths, update assets, and improve wording throughout.
This is the most consistent casing in the docs, and want the url's to match the filepaths in a reasonable way.
The delegated voters feature is great, but not a section in this page. I think the page TOC should only link to section anchors and not to external pages.
These pages deal with groups, but are far more about how to edit and organize discussions. I think it makes more sense for them to be within the discussions category. I did not change the content of the articles here, just their placement.

This is a continuation of #24 with the remaining group docs having updated assets and wording when needed. I also moved two pages (discussion management and tags) to the discussion section, as the pages seemed more relevant there.
