test: disposable live Mergify qualification for #5082 (do not merge)

Disposable integration qualification for #5082. Do not merge. Both branches are isolated synthetic fixtures; all commits carry DCO sign-offs. Verify that Mergify adds a conflict comment and needs-rebase, avoids duplicate comments for an unchanged conflict, and removes the label after signed recovery. Close this PR and remove its owned temporary branches afterward. No product runtime or main content is changed.

Keep the DCO Signed-off-by trailer on every commit when you rebase.
