Keeps candidate builds on GitHub-hosted runners while binding the secret-bearing publish job to the dedicated lvis-oracle-publisher group and local Marketplace loopback origin. Removes caller-controlled Marketplace URL input and extends the actionlint contract.\n\nDo not merge until the restricted publisher runner group and its low-privilege Oracle runner are registered.
