All nine repositories are public, governed and qualified. Row 27 records the sequence it prescribed, the logged-out audit and the public CI runs by id. Row 37 records the live read-back of every ruleset: 9/9 verified, zero bypass actors. The first public release-gates run failed on two mcl-ap digests recorded over Windows CRLF bytes. Both fixes merged through code-owner review before the qualifying runs, and that failure stays on the record. Review is stated accurately in the ledger and in CODEOWNERS: @0j0bit and @sed-boi are two accounts controlled by the same project owner, which is account redundancy and not independent two-person review.
