Stacked on #5. Deletes libs/ (the tutorial-derived crates) and www/ (the webpack site). The workspace becomes crates/* and CI runs cargo fmt --all --check, cargo clippy --workspace and cargo test --workspace instead of naming crates. Cargo.lock loses the crates nothing depends on any more.

Nothing in crates/ or web/ referenced either directory; vercel.json, the Vercel scripts and the README were already free of them.

Action needed before merging. The Vercel project's Root Directory is still www. Once this merges that directory no longer exists, so the setting must be changed to the repository root (which #4 and #5 already need for their preview deploys to pass).

`libs/` and `www/` were the tutorial-derived crates and webpack site the
project started from. Everything deployed now lives in `crates/` and
`web/`, so the workspace is just `crates/*`, and CI formats, lints and
tests the whole workspace instead of naming the crates one by one.

The Vercel project must point its Root Directory at the repository root
before this merges: the old site's directory no longer exists.
