The scope selection is not always remembered

To replicate:

• Add scopes and sub-scopes to the system
• Setup a process where you have a budgets component, assign the top scope as the component scope
• Create a budget and assign a scope to it
• Edit that budget
• See that the scope selection is empty when the form is opened

Repeat the same for budgeting projects and you will see the same effect there. Also make sure that this bug does not apply to the proposals component itself, both from admin panel (official proposals) as well as from the participant side.

The scope selection should stick when the records are edited.
