The TOX_TESTENV_PASSENV hasn't been useful for some time and by its mere presence wasted a lot of time today under the assumption that it's doing something. Instead, just rely on one variable FORCE_COLOR. If it's not honored, then that should be the fix upstream.
Starting with ruff 0.9.1, they are compatible with the ruff formatter when used together.
This reverts commit 8673961. Removing `python-version` falls back on the Python bundled with the runner, making actions/setup-python a no-op. Here, the maintainer prefers using the latest release of Python 3. This is what `3.x` means: use the latest release of Python 3.
Uses the default as found on towncrier prior to 25 and sets to a predictable value. Fixes #184
Closes #188. Ref python/mypy#20454.
