Tagging feature

Background

Stackoverflow comes with robust tagging feature where questions can be tagged to classify. We need to implement that.

Goal

Using Drupal 8 taxonomy functionality implement tagging for questions. This should also provide content for sidebar.

Acceptance

• Create tag taxonomy
• Create easy tag taxonomy generation process
• Create functionality to provide content for sidebar
