💡 What: Added CSS styles (opacity: 0.5 and cursor: not-allowed) for .operator-action:disabled in meridian.css, and added descriptive title attributes to the bulk-action buttons in trust-ops.html.
🎯 Why: To clearly indicate to users when bulk actions are unavailable and explain what the buttons will do once enabled, improving clarity and feedback on the operator surface.
📸 Before/After: Verified via local Playwright screenshots. The disabled buttons now appear faded out and show a not-allowed cursor, whereas previously they looked identical to enabled buttons.
♿ Accessibility: Improved semantic understanding of button states. Added helpful text to be displayed when the buttons become active (or via alternative interactions), making the purpose of the buttons clearer. Learned and documented in .Jules/palette.md that native title tooltips do not appear on disabled buttons due to suppressed pointer events, but adding them proactively is useful when states change.
