Adjusted version tags in `metadata.txt` for QGIS4 support.

Removed usage of `resources.qrc` because Qt6 does not provide an `pyrcc5` pendant. Switched to recommended file paths. No need to compile resources. See https://github.com/qgis/QGIS/issues/61579.
