Found during the cascade-export work. The renderers emit no id attribute on headings, so a link with a fragment, such as a rewritten [[Note#Section]] in a cascade zip or a plain #section link inside one note, lands on the page but not on the section.
Adding stable, slugged heading ids to both renderers would make fragments land in previews, exported HTML, and cascade zips alike. Needs a slugging rule in the spec (duplicate headings, punctuation, case), identical output from both renderers, and a conformance-adjacent test pinning the rule. Low urgency; the cascade rewrite already degrades to a page-level link.
