Switches CodeQL from default setup to advanced buildless analysis (build-mode: none) for: actions, csharp. Buildless avoids the Autobuild
dotnet restorefailures. ACTION REQUIRED: disable default setup in repo Settings -> Code security -> CodeQL analysis before/after merging, or the advanced workflow will not run.
