This is blocking the upgrade of all the projects to sqlx 0.9 unfortunately. |

If you don't want the docker changes that don't matter unless you manually run it yourself, cherry pick the second commit. |

Updates to sqlx 0.9.0
Also modifies the dockerfile to be more secure and use smaller images.
