Moves the numeric, tag-free release archive to GitHub Pages and GitHub artifact attestations. Candidate publication remains approval-gated, stable promotion is a separate workflow, and GitHub Actions keeps the durable release archive. Validated with Maven clean verify, release-tool unit tests, actionlint, and git diff check.
