Is the node_module dir needed in the repo ?

Thanks for working on this project!

I am asking as it can slow the clone operation... I can see it takes 10 seconds to clone the action, vs 1 second for other actions.

But maybe the repo is fine... and it's just an issue on my side.

I guess that for static runners this is ok.
The actions repo might already be cloned inside _work/_actions and the clone operation is fast.

I am trying to use it with Kubernetes with only /opt/hostedtoolcache dir as persistentance.
