Adds onvif_ptz.c (ONVIF PTZ service) and ptz_motor.c/.h (reverse-engineered /dev/motor0,1 ioctl protocol) for pan/tilt hardware on the GNCC GK2, plus cap_pipeline_nosharp.c. Modifies cap_pipeline.c, ir.c and onvif.c for the JXF37 sensor and this board's IR-cut GPIOs.

Adds ONVIF PTZ service and a driver for the /dev/motor0,1 stepper interface found on pan/tilt AK39EV330 boards, plus JXF37 sensor and IR-cut adjustments. Tested on a GNCC GK2. Packaged as a Buildroot firmware at https://github.com/michelostojski/akost-firmware
