Changes: - Add `widgets_to_test` output separate from `widgets` (build vs test) - Add `js_actions_changed` flag for cleaner conditional logic - When only JS actions change: build all widgets, skip widget tests - Update workflow to use new outputs for test matrix and conditions - Add README.md documenting script behavior and outputs
