Add SPM Middleware Collection guidelines (.github/copilot-instructions.md) along with two skill documents: add-middleware-fixpack and a skill-template under .github/skills. These provide contributor guidance, var schemas, and step-by-step instructions for adding middleware fixpacks and creating new skills. Also bump collection patch version in galaxy.yml from 1.10.9 to 1.10.10.

add-middleware-fixpack Skill
Adds a new version of a middleware role. This involves creating a version-specific vars file, updating the molecule test scenario(s) to reference the new version, updating the role's README.md version table and version-specific parameter rows, and updating
defaults/main.ymlif the new version becomes the new default.Takes input of the specific role that needs a new fixpack e.g. db2, ihs, liberty, ohs, oracle, weblogic, websphere) and then prompts the user for role specific information e.g. fixpack versiom, pids, java versions etc.
Tested by using the Skill to add in new fictional fixpack updates and verifying the files were updated as expected comparing back to previous PR.s
Also - Bump collection patch version in galaxy.yml from 1.10.9 to 1.10.10.
