Adds GPU tests to OSS CI to ensure we don't break cuda related things by accident. I had to make some updates to our dockerfile as the cuda dependencies for nightlies changed. Differential Revision: [D40727173](https://our.internmc.facebook.com/intern/diff/D40727173) [ghstack-poisoned]
