To me, all the changes look intentional.
Welcome to this repo! Once something (such as this PR branch) gets merged into main, the public-facing website will get rebuilt and redeployed within a few minutes.
As far as I'm concerned, you can merge this in. I am not as closely engaged with submission portal activity/messaging strategy as @mslarae13, though.
