Fix CVE-2026-4437: Update Microsoft.Health.MeasurementUtility to 11.0.70

Component Governance flagged CVE-2026-4437 (glibc 2.38-18.azl3 on Mariner 3.0) in this repository. Microsoft.Health.MeasurementUtility 7.1.12 predates the Azure Linux 3.0 glibc patch (merged microsoft/azurelinux#16288 on 2026-03-27).

• Microsoft.Health.Fhir.Liquid.Converter.csproj — bump Microsoft.Health.MeasurementUtility 7.1.12 → 11.0.70
• Microsoft.Health.Fhir.Liquid.Converter.nuspec — update pinned dependency version to match

11.0.70 was published 2026-04-11 (post-patch) from microsoft/healthcare-shared-components to the same Microsoft Health OSS feed. The public API (ITimed, Performance.TrackDuration) and the Ensure.That 10.1.0 transitive dependency are unchanged.
