Help wanted! Why choose to insert into {0, 11, 23} floors? How are these floor numbers determined? Are there any experiential considerations?

I saw in the paper that KIA selectively inserts into layers {0, 11, 23}. How were these layers determined? Is there any empirical consideration? If I insert into other random four layers, will it have an impact on the effect?
