the current rats.aml module assumes we are executing an aml job that has the rats-runtime cli command, provided by the rats-apps package. we want to allow the execution of aml jobs that are not part of the rats ecosystem, so we can unlock access to any container image, regardless of any internal details. there should be no required dependency on either rats or aml libraries, and i should be able to submit an aml job using a vanilla base image, like the ubuntu base images.
