[rush] `rush change --verify` didn't catch missing change file for rush plugin change

Summary

PR should have failed rush change --verify because of a missing change file but didn't.

Repro steps

Checkout branch from PR. Run rush change --verify.

Expected result: It should fail with missing change file error

Actual result: The command passes.
