`cargo-wdk` needs to be updated to work with the new `cargo` build directory v2 layout

A couple notes:

1. No need to support this in cargo-make as we are deprecating it
2. cargo-wdk should probably support and test against both versions until the legacy version is no longer supported. Not currently sure how it should do detection

In addition to the env vars in the workflow yamls that need to be removed once cargo-wdk is fixed, the whitelist in the selection logic in sanitize_env_vars for the override also needs to be removed.
