This PR performs a weekly permissions sync, updating the permissions.json file with new endpoint paths for Copilot packages management and conditional access settings.
Changes:
- Expanded CopilotPackages.ReadWrite.All permission to include GET, POST, PATCH, and DELETE operations for managing Copilot admin catalog packages
- Added /identity/conditionalaccess/settings endpoint to Policy.Read.ConditionalAccess and Policy.ReadWrite.ConditionalAccess permissions
