User enrollment after violation not handled

When user removes the profile or apk. the violation is logged. In case, we want to add the user again after the violation, there is no way. Adding a new user and sending him enrollment email is not working.

Steps:

1. Perform a violation
2. Delete the user from the backend.
3. Add the user again (this sends him an email)
4. Use the email password combination to login again

The server always responds with invalid email password combination.
