As a quick review, overall I agree with these points. One element I would also like to propose and perhaps see expanded on under reasoning is how command as a role is affected by this change, as departments would be more reliant on their head of staff for distribution of information. I will try to provide a deeper review soon.

Proposal for removing access to the common channel on the radio
