ENH: Add ensemble support and option to integrate with eccodes for tables

Replacing this PR in favor of smaller ones:

• Ensemble support (see ENH: Add ensemble grib table #90)
• Grib1 support (see ENH: Add grib1 reading support #94)
• Proper variable naming similar to cfgrib
