Makes torml installable as a real pip package.

Packaging (verified locally):

  • pyproject.toml: keywords, [project.urls] (Homepage/Documentation/Repository/Issues/Changelog), Beta + OS-Independent classifiers
  • release.yml: new publish job (tag-gated, pypi environment, trusted publishing via OIDC + attestations, SHA-pinned action)
  • python -m build + twine check both PASSED; wheel contains only torml/ + LICENSE (73 files, no tests/examples leakage); clean-room pip install --no-deps resolves version 0.1.0 with correct dependency tree

README: pip-install-first layout, PyPI/Python/License badges, highlights, install matrix (pip/uv/source), two verified quickstarts, full docs/dev/security sections.

Manual step to go live (needs repo admin, can't be automated): PyPI → add pending publisher for ms-kumar/torml, workflow release.yml, environment pypi → push a v* tag. The PyPI badge lights up after first upload.
