Summary
Add a recurring ecosystem-watch ledger pinned to exact repositories, branches, commits, commit times, and evaluation dates. Record reusable candidates, superseded/title-specific work, explicit non-import decisions, contributor identities, and follow-up work.
Add a contribution policy requiring upstream-derived changes to link their source and exact commit, preserve author/co-author credit, document adapted and excluded scope, and record validation.
First implementation wave
Records merged PRs #17–#23. The Douglas-derived changes were merged with author approval.
