Adds a guarded, fail-closed fallback for post-EXE control transfers into decodable code that was not explicitly marked dirty.

Adapted from #16 with source provenance and author credit included.

Validated with the focused test plus Tomba 1, Tomba 2, and Mega Man X6 regression checks.

Admit post-EXE RAM to the dirty interpreter only after a real control transfer and an existing MIPS decodability check. Keep the already-merged overlay initialization guard out of this focused change.
