All content should be stored with a "language" key in the database and then each user should have "language" set on their session. In the Admin panel we can have a Languages section where users can add languages.
Users could choose an option to have all their content translated automatically so on new post it would translate to all other languages in the Languages section (if they had 2, 3 or 4 languages etc). On adding a new language the framework could pull all content and create that new translation and store it also.
Optionally we could also have a "Translation Needed" section that could like all content that is not in one of the selected languages from the Languages section so you could assign users with a role that has access to that and you can have dedicated translation staff, or an admin or editor themselves could go back later and translate content into languages.
