editcp does not support "Different color code" admit criteria. The admit criteria supported by editcp can be found at: https://github.com/dalefarnsworth-dmr/codeplug/blob/05b4ea06ad33468f444ed41f5e0a3620fa411ba1/generated.go#L1967-L1971

dzcb currently ignores the TX Permit column in Digital-Others files. It's useful for simplex and hotspot channels, supported by K7ABD's config builder, and already documented in the dzcb README. This PR adds support when parsing Digital-Others and when generating both dmrconfig and Farnsworth code plugs.
